Mr Prime Minister
You adequately said that the government did not take adequate action to prevent the bombings. You are the Prime Minister. You are the Government! You did not take adequate action!!! If you were PM of a Western country, you would be forced to resign. Immediately. And after having had your immunity lifted, you would be tried in court, irrespective of the president having sidelined parliament or not.
